Talent Marketplace
The U.S. Department of Defense (DoD) Emerging Technologies Talent Marketplace is a project of the Office of the Secretary of Defense Chief Information Office and represents a recruiting cooperative comprised of DoD branch services, departments, commands, and field activities for the purpose of hiring civilian employees in the fields of cybersecurity, artificial intelligence, machine learning, data science and software development.

DoD services or departments recruit civilians through an enterprise-wide approach for recruiting and retaining top-tier talented emerging technologies professionals across the Department that offers flexibilities for the recruitment, retention, and development of cyber professionals across the Department. The Talent Marketplace covers a broad spectrum of hiring programs including DoD’s Cyber Scholarship Program that provides scholarships to college students at designated universities, with a commitment to full-time after graduation. Current DoD civilian and military personnel are also eligible if they pursue a cyber-related degree at certain schools.
This website consists of strategic guidance, polices and information about positions that reflect the DoD’s continuous recruiting efforts for professionals in these emerging technologies through a central Talent Marketplace. Candidates register and complete an “Essentials Questionnaire” to provide basic information about themselves as well as preferences about their work environment, work locations, and work communities that interest them. Their responses are used to match candidates to positions DoD hiring managers are seeking to fill through a an agile direct hire process.

DoD’s Cyber Scholarship Program provides scholarships to college students at designated universities, who are not current government employees but who can work for DoD full-time after they graduate. Current DoD civilian and military personnel are also eligible if they pursue a cyber-related degree at certain schools.
